EU Troika visit to the DPRK

An EU Troika visit, led by the Swedish Presidency at regional directors' level, took place in the Democratic People's Republic of Korea (DPRK) on October 26-30 2009. This was the second troika visit on this level in 2009, in the context of regular political dialogue between the European Union and DPRK.

The dialogue with DPRK authorities encompassed a wide variety of issues, including the EU-DPRK relations, non-proliferation, regional cooperation including inter-Korean relations, human rights and the socio-economic situation including environmental issues. The Troika also used this opportunity to interact with European and international organisations engaged in humanitarian assistance to the DPRK population.
 
The regular interaction between the EU and DPRK is intended as a constructive contribution to the dialogue on  peace and stability on the Korean Peninsula by addressing the nuclear issue, regional stability, human rights and the socio-economic situation. It creates an opportunity to explore the possibilities for advancing EU-DPRK relations, on the basis of substantial progress concerning denuclearisation, and provides an important conduit to encourage political and economic modernization in DPRK.

During the talks the EU delegation emphasized the significance of re-engaging in the process of Six-Party Talks as the most viable path towards denuclearisation of the Korean Peninsula and basis for peace and stability in the region. It also reiterated the importance of  DPRK's compliance with relevant UNSC Resolutions whilst expressing strong concern over the recent DPRK official acknowledgment of uranium enrichment activities and weaponization of enriched plutonium.

The Troika also explored the intention of the government of the DPRK as regards the process of modernization of its social and economic system, and indicated EU's continuous willingness to provide further knowledge-sharing assistance such as economic workshops and training courses, as well as cooperation in the field of human rights, climate and environment.
